After Upgrade Siebel from 8.0.0.6 to 20.9 Wfprocmgr, UCMbatchpubsub and Busintmgr Are Not Starting (Doc ID 2802758.1)

Symptoms

After upgrading Siebel version from 8.0.0.6 to 20.9 version when trying to start Wfprocmgr, UCMbatchpubsub and Busintmgr components the following errors are returned in UCMBatchPubSub.log, BusIntMgr.log and BusIntMgrlog.

Issue can be reproduced with the following steps:
- Upgrade Siebel environment from 8.0.0.6 to 20.9.
- Leave Siebel components Wfprocmgr, UCMbatchpubsub, Busintmgr and SRProc without being synchronized.

Changes

Siebel environment was upgraded from 8.0.0.6 to 20.9.
