Workflow Process Not Deployed to Runtime Table After Running PostInstallDBSetup Due To WFUpgradeDone System Preference (Doc ID 2803375.1)

Symptoms

Active Workflow Processes were not deployed to Runtime Table S_RR_WORKFLOW after running PostInstallDBSetup.

The issue can be reproduced at will with the following steps:

  1. Run PostInstallDBSetup
  2. Go to Administration - Business Process > Workflow Monitoring Configuration View
  3. Workflows are not displayed
  4. Check the S_RR_WORKFLOW table - it is empty
