When attempting to invoke a new Inbound Web Service based on Workflow, the following error occurs in the EAI object manager log.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Site map -> Administration - Web Services -> Inbound Web Services
2. Query for the web service 
3. Click Clear Cache
4. Click Generate WSDL
5. Import the WSDL file into SOAPUI
6. Submit the request to Siebel and notice the error
7. The issue is specific to the new web service based on Workflow
