In Siebel Version 21.1 After Running Database Configuration Wizard, "No valid app keys found in the DB" Error Message Is Returned (Doc ID 2805847.1)

In Siebel version 21.1 after successfully running database configuration wizard while trying to run "./srvrupgwiz /m master_install.ucf" the following error is being returned:

"No valid app keys found in the DB"

The issue can be reproduced at will with the following steps:
1. Leave "" without checking/source the file.
2. Run "./srvrupgwiz /m master_install.ucf" command.
3. After running "./srvrupgwiz /m master_install.ucf" check if error message is returned "No valid app keys found in the DB" into "License Key Activation" window.


Current database was reconfigured.
