Siebel Upgrade from 16.8 to 21.8 : Ancestor repository missing in 21.8 patch (33196485) for Windows


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrading DEV environment from siebel 16.8 to 21.8
2. Downloaded the software (Siebel 21.8) my oracle support as patch number 33196485.

3. The downloaded Zip file has following :
Readme zip : p33196485_2100_MSWIN-x86-64_1of9.zip
Siebel_Binaries zip : p33196485_2100_MSWIN-x86-64_2of9.zip
Siebel_Non_ENU_Safeboot zip : p33196485_2100_MSWIN-x86-64_3of9.zip
Siebel_Repository zip : p33196485_2100_MSWIN-x86-64_4of9.zip
Siebel_IAA_XML_Connector zip : p33196485_2100_MSWIN-x86-64_5of9.zip
Siebel_Outlook_Addin zip : p33196485_2100_MSWIN-x86-64_6of9.zip
Smart_Answer zip : p33196485_2100_MSWIN-x86-64_7of9.zip
