On Siebel Management Console configuration, step "Setup Gateway - Create Registry" fails

Symptoms
After fresh installation of Siebel 21.8 on OCI, the SMC configuration fails.
When trying to configure the Gateway, the process fails at the Create Registry step with the alert: "Unable to create Registry with the information provided."
Errors can be seen in cloudgateway.log:
The issue can be reproduced with the following steps:
- Install Siebel binaries.
- Login to the SMC using initial credentials provided at the installation time.
- Configure Gateway Security profile.
- Re-login with new credentials.
- Attempt to configure Gateway Registry.
- Get error " Unable to configure registry with the information provided" .
