After Upgrading to IP2016.19, User Need to Click Twice to Pick "Not Ready Reason" on "Transfer Multiple LOV Popup Applet" (Doc ID 2811551.1)

Symptoms

After applying patch 19 on Siebel 2016 application, User need to Click Twice first time to pick "Not ready reason" on "Transfer Multiple LOV Popup Applet" present in communications panel. 


The issue can be reproduced at will with the following steps:
1. Login to application and communication panel
2. Select Voice: Ready. Click to change to not ready state
3. Pick the reason for not ready status change and verify that you are able to pick the reason in single click or not
