Siebel Components Get Terminated upon Siebel Server Startup with "SBL-OSD-01000 Process XXXX Exited With Error" After Database Upgrade From Previous Innovation Pack

Information in this document applies to any platform.
When attempting to bring the Siebel Server up several components crashes with the same call stack as follows.
However, if EnableSafeBoot parameter is set to True the crash does not happen.
It is the first this environment is tested after a successful database upgrade from previous Innovation Pack 2016.
The issue can be reproduced at will with the following steps:
1. Start the Siebel Server up
2. Verify the Enterprise log file, namely <enterprise_name>.<siebel_server_name> located under $SIEBEL_HOME\siebsrvr\log directory
3. Several components crashes with the error SBL-OSD-01000 in the Enterprise log file
