Symptoms

Siebel Remote / Replication / Anywhere - on version: 16.19 [IP2016]

On a Development environment, when trying to initialize the Local database for a Developer user, errors are seen in logs:

DBCLog DBCLogError 1 00000002612f1abc:0 2021-09-01 17:47:20 [Sybase][ODBC Driver][Adaptive Server Anywhere]Specified database not found
UpgradeLog UpgradeError 1 00000002612f1abc:0 2021-09-01 17:47:20 [Siebel Database][ODBC Driver][Adaptive Server Anywhere]Specified database not found
UpgradeLog UpgradeError 1 00000002612f1abc:0 2021-09-01 17:47:20 ODBC Error: Unable to connect to ODBC Data Source (SSD Local Db default instance) using Login (SIEBEL).
...

UpgradeLog UpgradeError 1 00000002612f1abc:0 2021-09-01 17:47:20 Error executing statement () in file (dbxrole.sql).
UpgradeLog UpgradeError 1 00000002612f1abc:0 2021-09-01 17:47:20 Execute SQL file action failed.

The issue could be reproduced at will in the affected environment using the following steps:
1. Start Siebel Tools (after the extraction of that user's database has completed fine on server);
2. Enter the logon and requested Siebel Remote parameters as prompted;
3. See the Upgrade Wizard start and then ending with errors.
