"oracle.xdo.security.ValidateException: java.net.ConnectException: Connection refused: connect" Error Encountering While Uploading Reports From Siebel After Siebel BI Publisher Integration (Doc ID 2814220.1)

Symptoms

When attempting to upload reports to BI Publisher (11g or 12c) from Siebel Application using Siebel security model, the report upload might fail and the following errors can be seen in bipublisher.log and XMLPReportServer logs

bipublisher.log will show below error:

at oracle.xdo.servlet.security.SiebelSecurityHandler.getSiebelPrincipal(SiebelSecurityHandler.java:208)

XMLPReportServer log will show the below error:

ObjMgrBusServiceLog Error 1 00000edb616545ec:0 2021-10-12 16:04:34 (outdisp.cpp (267)) SBL-EAI-04308: Operation 'isReportExist' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: oracle.xdo.security.ValidateException: java.net.ConnectException: Connection refused: connect".

Also, logging into the BI Publisher URL (http://bipserverhostname:bipport/xmlpserver) with Siebel credentials, credentials will fail with the same error when expanding the error details against the server misconfiguration generic error:

java.lang.RuntimeException: oracle.xdo.security.ValidateException: java.net.ConnectException: Connection refused: connect[[


STEPS

The issue can be reproduced at will with the following steps:

1. Setup BI Publisher 11g or 12c with Siebel application
2. Perform all integration steps for BIP with Siebel
3. Get the certificates uploaded to the correct BIP keystore from Siebel
4. Check to see if report upload is successful with Siebel security model
