Cannot Activate In Bulk Objects In WebTools

Symptoms
When querying by name using "OR" separator for inactive records in Siebel Tools not all records are returned.
The same query works fine in Web Tools.
The issue can be reproduced at will with the following steps:
1. Login to Siebel Tools.
2. Try to query in the Integration Object /Applet/View for the inactive records found in the IRM log file.
3. The query has to0 many "OR" and it is not retrieving all the data.
4. The same query shows all records in Web Tools, but here there is no "Change Record" option for all records at once.
