The Changes Made To Standard CSS File Are Restored To Default Version After Siebel Application Restart (Doc ID 2816413.1)

Symptoms

Changes were made to the standard ui.jqgrid.css file and the file was saved. But the changes were removed as the file got replaced to the default version when the Siebel application was restarted restart

The issue can be reproduced at will with the following steps:
1. Make changes to the ui.jqgrid.css file (as per business requirement) and save the changes (Ex: .ui-jqgrid .ui-jqgrid-htable th {height:30px;padding: 0 2px 0 2px;})
2. Restart the Siebel application
Observe that the changes are gone and the ui.jqgrid.css file reflects to the default version
