Server Busy Error When Accessing Siebel Web Application Following A Siebel Enterprise Restart (Doc ID 2816512.1)

Following a Siebel Restart, the application was not accessible anymore

After a fresh startup of the IIS everything seemed to be started properly.
But after accessing the Siebel application URL the following error appeared.

Steps to reproduce:

1.Shut down the Siebel Enterprise

2.Start the Siebel Enterprise

3.Notice that Siebel URL is throwing "Server Busy" error when accessed


 Windows Policies were updated in the Siebel Environment
