Duplicate Inbound eMails Got Created From Single .error File in Queued Folder

User observed that multiple activities got created from single inbound email causing duplicate records in Siebel.
The issue can be reproduced at will with the following steps:
1. Setup email response
2. Trigger inbound email with problematic attachments
3. Noticed that inbound email got processed properly from Queued folder or not
4. Check how many activity records got created for that inbound email
