Outbound Email Should Not Be Send When Attachment File From "AttachFileList" Is Missing

Information in this document applies to any platform.
When sending an Outbound Email with attachments using "SendMessage" method with the input argument "AttachFileList". If the attachments file are missing, the following error message was captured as shown below on the "CommOutboundMgr.log". But for some reason, it still sending the email without attachments as shown in the screenshot below.
5. Delivered into MAIN.
In Siebel OpenUI:
1. Login into the Application.
2. Go to Sitemap > Administration - Business Service > Simulator.
3. Create a new Simulator with the information below:
a. Service Name = Send Email Attachment
b. Method Name = Send
