SOAP_ERROR Error Message: Could Not Create Connection To Server. Server Is Experiencing Difficulties Due to Gateway Providing Invalid Connect String (Doc ID 2822312.1)

Intermitent errors are observed when an external system invokes an inbound web service on Siebel

The error the external system gets its the following

Error Code: SOAP_ERROR Error Message: Error: Could not create connection to Server. Server is experiencing difficulties.RN_TO_BACKENDError: Could not create connection to Server. Server is experiencing difficulties

In Siebel ai\EAI.log the error is: 

[DEBUG] 2021-08-30 23:03:51.171 [https-jsse-nio-9001-exec-8 :9EC9ECD0145341CD889CD39F8F96CA28] EAI -com.siebel.swsm.connmgr.SessionConnectionMgr:createNewSession Unable to create session : Error occurred while login for user : xxxx_USER Could not open a session  in 4 attempts. {1}.(SBL-JCA-00200)
com.siebel.swsm.errhandlers.WrapperException: Error occurred while login for user : xxxx_USER Could not open a session in 4 attempts.
com.siebel.swsm.connmgr.JDBWrapper.createJDB( ~[ai.jar:?]
            at com.siebel.swsm.connmgr.JDBWrapper.<init>(

The EAI component is up and running as it should be, there are no crash, fdr or callstack errors involved and the component itself seems healthy without reaching the max tasks.

If the external system retries,the call completes successfully.
