Symptoms
While trying to apply Siebel patch version 21.4 version when attempting to install Siebel Gateway the following error occurs:
STEPS

The issue can be reproduced with the following steps:
1. Install Siebel IP17.
2. Start to apply 21.4 patch.
3. To install Siebel Gateway when path for Siebel Application Interface is requested leave this as an empty field.
Changes
Siebel patch version 21.4 was applied.
