PostInstallDBSetup Failing While Installing Siebel 21.8 or Higher on Top of Siebel 20.12 or Lower

Information in this document applies to any platform.
When attempting to execute PostInstallDBSetup while installing 21.8 (or higher) on top of 20.12(or lower), the below errors can be observed:
The issue can be reproduced at will with the following steps:
1. Install SES 21.11 on top of the existing 20.12 installation.
2. Execute PostInstallDBSetup.
3. Observe the error.
Latest monthly patch was installed.
