Symptoms
When attempting to login to Siebel Migration Application (SMA) the HTTP 500 error is found in the migration.log file located under applicationcontainer_external/logs directory:

[DEBUG] 2021-10-26 17:33:05.560 [https-openssl-nio-9001-exec-10] Migration - com.siebel.migration.server.MigrationServer:IsValidUser HTTP response code: 500
The Siebel binaries were upgraded from Siebel 19.8 to 21.8, and the PostInstallDBSetup was executed with Defer mode.
The failure is associated with the following error in the respective EAI object manager log file:

The issue can be reproduced at will with the following steps:
1. Perform 21.8 binaries upgrade on top of 19.8 installation and have PostInstallDBSetup executed in Defer mode
2. Complete the PostInstallDBSetup execution to implement the Schema Changes and Seed & Manifest Data Upgrade
3. Verify that PostInstallDBSetup concludes with no apparent errors
4. Bring the Siebel environment up
5. Try to login to SMA
6. The HTTP 500 error is found in the migration.log file
