Siebel 21.8: Delivering DEV Workspace To INT Workspace Is Not Transaction Based.

Symptoms
Latest version of the DEV WS is available for migration prior to it being delivered in Webtools.
The behavior can be replicated with the following steps:
1. Create a Dev WS under an INT.
2. Modify set "No Delete" to True on Applet "Contact Quota Period List Applet"
3. Version --> Submit --> Deliver.
4. In Migration console --> Go to Execution --> Add watermark name: "Test-int1.txt"
5. The delivery is still in progress, however the new version appears in the drop-down. when clicking on Get Workspace Details.
6. Sometimes the changes are not moved. This is sporadically.
