Siebel Server Installation On OL8 / RHEL 8 Fails With regedit: error while loading shared libraries: libXext.so.6 (Doc ID 2831263.1)

Symptoms

When attempting to install Siebel 21.8 on OL8 / RHEL 8 the runInstaller fails and the following errors reporting missing libraries are found in the oraInstallYYYY-MM-DD_HH-MM-SS.err log file generated under $SIEBEL_HOME/cfgtoollogs/oui/ directory:

ses/siebsrvr/mw/bin/regedit: error while loading shared libraries: libXext.so.6
...
ses//siebsrvr/mw/bin/../bin-i86_linux/mwperl.bin: error while loading shared libraries: libcrypt.so.1: cannot open shared object file: No such file or directory
...
java.io.IOException: Cannot run program "/bin/csh": error=2, No such file or directory

Based on the errors there are clearly missing libraries and executables.

Steps

1. Have OL8 / RHEL8 OS installed
2. Try to install Siebel 21.8 binaries
