After completing Dev mode upgrade from Siebel 16.x to 21.10 and copying the schema.ddl and custrep.dat file from Dev to production environment, Siebel Production Mode Upgrade crashes at the step involving Repository Import (Import of Prior Siebel or Customer Repository)


Below Errors will be seen in upgwiz_step*.log or upgwiz.log:

The issue can be reproduced at will with the following steps:
         1. Run the Dev upgrade process (IRM) from siebel 16.x to Siebel 21.10 in Dev environment.
         2. After completion of Dev upgrade, copy the schema.ddl and custrep.dat from Dev to Production environment and run production mode upgrade.
         3. Production upgrade crashes in step "Repository Import (Import of Prior Siebel or Customer Repository)".


Completed the Dev mode upgrade (IRM) from Siebel 16.x to Siebel 21.10 , running the Production mode upgrade or Migration application (Dev to RR migration) fails.
