Log in to Custom Partner Portal Application Failing With SBL-NET-01553: Failed to establish SSL connection. (Doc ID 2831842.1)

When logging in to a customized partner portal application, the web browser spins for a while and then shows a blank page.
The developer tools shows no calls taking place between the web browser and the web server.
The object manager log files appear stuck at different places.

The application should log the user in and display the home screen as it used to do untill yesterday.

The custom object manager log shows the errors:  


The issue can be reproduced at will with the following steps:
1. Just log in to the customized partner application
2. notice the web browser shows a red circle (oracle sign) spinning for a while.
3. eventually the page goes blank and does not work anymore.
4. refreshing multiple times eventually logs the user in.
