Camcorder Icon Displayed without using SWECmd=AutoOn (Doc ID 2831880.1)

Symptoms

After upgrade from version 15.5 to 21.7 noticed the test automation it's enabled by default. The html elements have the attributes (described on Doc ID 1594954.1) for test automation and the icon to start recording it's also displayed by default.

Customer is not passing SWECmd=AutoOn as part of login so it should not be displayed by default.
