When Trying to Apply a Siebel Monthly Update It Does Not Progress and Stays In 0% (Doc ID 2832701.1)

When trying to apply 21.11 monthly update on top of the existing 21.4 installation it just hangs and remains at 0% progress.

The issue can be reproduced at will with the following steps:
1. Execute the 21.11 setup.bat to update the existing 21.4 installation
2. Provide input to all prompts as normal
3. Click the Install button, the installer hangs in "Applying required configuration settings. Please wait...", see the screenshot below:
