Symptoms
Errors observed in SiebSrvr.log while trying to start the Siebel Server after applying 21.9 patch on top of 20.1:
The issue can be reproduced with the following steps:
1. Change SADMIN password in 20.1 (by following Doc ID 2557829.1).
2. Apply patch 21.9 on top of 20.1 (by following Installation Guide).
3. Execute the PostInstallDbSetup Utility.
4. Turn on Siebel services.
