Report Generation Fails With "generateReport for reportAbsolutePath [/SiebelCRMReports/Proof Of Claim.xdo] failed" For New Implementation Using OAS/BIP V5.5 On Siebel 21.5 And Later (Doc ID 2833818.1)

When attempting to generate reports on Siebel 21.5 or later with OAS 5.5 (that is part of Oracle Analytics Publisher, the report generation fails and the following errors can be seen in XMLPReportServer.log:

ObjMgrLog Error 1 000018f861ce4e45:0 2022-01-04 09:29:28 (soapbinding.cpp (682)) SBL-EAI-04304: Unknown Part ':oracle.xdo.webservice.exception.OperationFailedException' for operation 'runReport' exists in SOAP message.
ObjMgrBusServiceLog Error 1 000018f861ce4e45:0 2022-01-04 09:29:28 (outdisp.cpp (267)) SBL-EAI-04308: Operation 'runReport' of Web Service '' at port 'PublicReportService_v11' failed with the following explanation: "oracle.xdo.webservice.exception.OperationFailedException: PublicReportService::generateReport for reportAbsolutePath [/SiebelCRMReports/reportname.xdo] failed: due to documents/xmlpwsIhf7EvnP678327052848524725551.tmp (No such file or directory)".

The issue can be reproduced at will with the following steps:

1. Setup OAS/BIP V5.5.
2. Integrate with Siebel using BIP Security model
3. Check to see if the integration is successful and report generation is working


 New Installation of OAS 5.5 and implementing with Siebel 21.5 and later

 Upgrading to 21.5 and later and using OAS 5.5
