Error in "SeedSchemaManifest observed during PostInstallDB after update to 21.12 from 21.6 (Doc ID 2834257.1)

Symptoms

After application of patch 21.12 on top of 21.6, following error is observed:  "PostInstallDBSetup-/SeedSchemaManifest/21.8/dummy2.txt" Not allowed"

After running manually  PostInstallDB the following was observed:

 Update to 21.12 from 21.6
