Symptoms

 When executing the Repository Upgrade, the utility fails to execute as follows:

RepositoryUpgrade_*\21.7\Repository.log:

 

Steps to reproduce:

  1. Set up Siebel 20.3 DR environment.
  2. Update Siebel application to 21.12.
  3. Run RepositoryUpgrade utility.
