Unable to Scroll on List Applet Right and Left Horizontally Using Scroll Gesture in Touch Devices (Doc ID 2835131.1)

Symptoms

Horizontal scroll in list applet using touchpad gesture of laptop is not working. This issue was occurred after updating Siebel to 21.10 patch on Siebel 20.6. After updating to 21.10, vertical scroll within applet which gets next set of records working fine but horizontal scroll is not working as expected.

The issue can be reproduced at will with the following steps:
1. Login to 21.10 application
2. Navigate to Accounts screen
3. Select My accounts
4. Try to use horizontal scrollbar on SIS Account List Applet using touch screen and check how it behaves
