Unable to change the First day of the week in Date Picker

The issue can be reproduced at will with the following steps:
1. Login to the application, navigate to Opportunity screen, observe Sunday as the first day of the week in the "Closed Date" date picker.
2. Navigate to Administration Data - Locale
3. Change the First day of the week is set to Wednesday
4. Restart the services
5. Login t the application again and navigate to the Opportunity screen
6. Click on the "Closed Date" date picker.
Observe that the changes are not implemented. It still shows Sunday as the first day of the week
