Some controls are not Displayed with correct Style In Runtime Environment (Doc ID 2847599.1)

Symptoms

UI in the Runtime environment it is not loading the theme properly and fields are showing with an incorrect format/style.
Same is working fine in Design Repository environment.

The issue can be reproduced at will with the following steps:
1. Perform an incremental Repository Migration

2. Navigate to Service Request More Info View were there are some PR/PM javascript which will apply specific layout to the applet and its controls.

3. Some controls are displayed correctly but other are not
