Navigation Issues Between Records When List Applet Has User Property Set "DefaultFocus_Edit"

Symptoms
There was observed starting with Siebel version 21.12 a record navigation issue when both top and bottom applets are on the same business component. This is happening when for the list applet the following user property is set:
- Name: "DefaultFocus_Edit"
- Value: " Field_Name" - note this field is not displayed on the interface (this filed is hidden)
The user cannot move from a record to another, the focus is freezed on the first record and no other records can be selected.
The issue can be reproduced at will with the following steps:
1. Login in Siebel Tools / Web tools and create a new workspace.
2. In Siebel Tools / Web Tools, query for applet "Contact List Applet" and create a new user property:
- Name: "DefaultFocus_Edit"
- Value: "Job Title" - the targeted column is not visible in the list applet (for example: list columns that were hidden by "columns displayed" functionality).
3. Log in to Siebel Application and open+inspect the newly created workspace.
4. Try to replicate the issue:
i. Navigate to Contacts screen, "Visible Contact List View".
ii. Use an empty query or a query that returns at least 3 contacts.
iii. Try selecting a different contact via single left-mouse click in the List Applet -> This is success. You can select any record in list applet with no issues.
iv. Focus on bottom applet. For example, change the e-mail of selected contact.
v. Now focus on top applet again. Select a different row.
