Siebel Server Handshake Failed and Siebel Components Crashing While Starting Siebel Server

Symptoms
After upgrading from Siebel IP2015 to Siebel 2x.x starting the Siebel Server from the Development Environment SMC results in "Handshake Failed" error.
STEPS
-----------------------
1. Access the SMC and navigate to Management -> Enterprises -> Servers
2. Under Siebel Servers selecting [Startup] button
3. The following error occurred in the State column = Handshake Failed
In the Siebel Enterprise Log we found the Siebel Server SvrTblCleanup and SvrTaskPersist components were crashing and all Siebel Server components were failing.
ServerLog ProcessExit 1 00000004620195f2:0 2022-02-07 16:14:36 SvrTblCleanup 38501 SBL-OSD-02006 Process 38501 exited with error - Process exited because it received signal SIGABRT.
ServerLog ProcessExit 1 00000004620195f2:0 2022-02-07 16:14:36 SvrTaskPersist 38457 SBL-OSD-02006 Process 38457 exited with error - Process exited because it received signal SIGABRT.
