Unable To Access SMC and Migration Application (Doc ID 2849018.1)

Symptoms

Unable to access SMC and Migration application after updated Siebel to 22.1. Blank Screen appears while trying to load url (https://xxx.xyz/siebel/smc and https://xxx.xyz/siebel/migration) and below error is observed in migration & commonlogger log files located in <AI_HOME>\applicationcontainer_external\logs

Unable to read the Migration Profile from CG due to IO exception java.net.ConnectException: Connection refused: connect
Unable to retrieve profile from CG. Check if CG is active : Connection refused: connect

When accessed the browser console logs by pressing F12, the below errors are observed

Uncaught TypeError: Cannot set properties of undefined (setting 'foreachHidesDestroyed')
