Symptoms

The Format Menu for editing applet layout is missing from Siebel Web Tools.  The Format menu is available in Siebel Tools with options like Align, Make Same Size, and etc.



The issue can be reproduced at will with the following steps:
1. Log into Siebel Web Tools
2. Check the Application Menu
3. No Format menu
