Campaign End Date Misalignment On Gantt Chart Applets

Symptoms
It was reported that on 20.8 version the campaign end date is not displayed correctly on the Gantt chart applets.
Issue was reproduced in standard application 21.3 version using the following steps:
1. Login to Siebel Marketing dedicated client
2. In Campaign screen, create a marketing campaign
3. Set Start Date 11:30pm and end date to next day 3:00 AM
4. Navigate to Marketing Calendar screen and select D/H calendar
5. The end date is correctly aligned only when data time on the machine is set to UTC(Coordinated Universal Time).
