PickList Dropdown, date Picker not rendering After Upgrade from IP15 to Siebel 21.4 (Doc ID 2854154.1)

After Upgrade from IP15 to Siebel 21.4 all of it pick-lists and date fields are showing as text box in Custom View.

The issue can be reproduced at will with the following steps:
1. Login to Siebel Application.
2. Navigate to Custom View and applet "XXX Account Creation Form Applet".
3. Fields are not the correct format.
