Setting Field Retrieval Type = HTML Attachment in Siebel 21.5 Results in Blank Field and Rendered HTML Does Not Display

Symptoms
Unable to implement HTML Attachment feature with Field Retrieval Type.
1. Using Siebel Tools, navigate to Account List Applet
2. Add a List Column, by setting Name = Id, Field = Id, Field Retrieval Type = HTML Attachment
3. Navigate to "Action" Business Component and set Search Specification to [Id] = GetProfileAttr("My Search ID")
4. Save the changes, launch Siebel application and navigate to Account List Applet.
The field is rendered blank.
