Siebel Components Not Coming Online & Exit With Error "SBL-GEN-00255 or Exception code %" in Enterprise Log After Performing Siebel Update from 21.x to Any Later Update (Doc ID 2857758.1)

After updating Siebel from 21.7 to 21.9, SRProc component & many Siebel components not coming online. In Enterprise logs , could see components exit

Enterprise log shows SRProc terminations as below: <enterprise>.<siebsrvr>.log

The issue can be reproduced at will with the following steps:
1. Install Siebel 21.9 update for Siebel servers
2. Start the Siebel enterprise post Siebel update
3. Could see most of the Siebel components failed to start / Not online
