Siebel Web Server (AI) Connects To Wrong Enterprise On Another Datacenter (Doc ID 2858569.1)

Symptoms

Customer has two different Siebel enterprises located in different regions and there have no references to each other physically or in definitions inside the enterprises. They are seeing a issue where the  AI server that belongs to one region is getting connected to App servers in another region.This cross-region connection affects Customer's geo-redundancy.
