Analytics Publisher Outbound Web Service Fails When Accessed Outside Siebel Server While Configuring Siebel Reports Integration (Doc ID 2860521.1)

Symptoms

When configuring an Outbound Web Service to integrate Siebel with Oracle Analytics Publisher for enabling reporting, the following error is seen when testing the URL in a browser outside the Siebel server:

 

bi_server1.out:

The issue can be reproduced at will with the following steps:
1. Integrate Siebel with OAP (by following Doc ID 2332902.1).
2. Build outbound webservice. e.g.: https://WebServerHostName:port/xmlpserver/services/PublicReportService_v11
3. Paste webservice in the browser.
