Symptoms
After performing update from 20.5 to 22.2 the PostInstallDB is finished with error.
To replicate the issue perform the following step:
- Install AI/SES/Gtwy
- Start PostInstallDB
- PostInstallDB failed with the following on siebdevcli.log:

The issue was triggered by updating Siebel from version 20.5 to 22.2.
