Siebel Upgrade From 15.x to 22.x Failed During Upgrep Step With Error "ORA-00955: name is already used by an existing object (Doc ID 2860530.1)

While performing upgrade from 15.x to 22.1, upgrep step is failed with error "ORA-00955: name is already used by an existing object"

To replicate the issue perform the following step:

Install Siebel 22.1 binaries on top of Siebel IP15.x.
Start upgrep by running the Database Configuration Utilities and enter the information for Upgrade Database -> Upgrade Siebel Database Schema (upgrep).
Upgrep failed with error in step 18:
