Symptoms
When attempting to execute the payload for deploying Siebel application from on-premises to Oracle Cloud Infrastructure (OCI) or performing a Greenfield deployment on Siebel Cloud Manager version 22.2.2 and later, the payload execution fails and the following error occurs when executing payload via Postman.

STEPS

The issue can be reproduced at will with the following steps:
1. Create and upload deployment kits from on-premises using Siebel Lift Utility
2. Define the payload to execute deployment
3. Check to see if the payload is successfully executed
