Unable to Deliver or Rebase workspaces using Siebel Web Tools in IBM AIX - DB2 for z/OS Environment

Symptoms
Unable to deliver or rebase workspace using Siebel Web Tools in IBM AIX - DB2 for z/OS environment.
Steps to recreate the issue:
1. Login to Siebel Tools
2. Navigate to Workspace explorer
3. Create a new Workspace and open it
4. Make some simple changes to one or more Siebel objects
5. Deliver the newly created Workspace to MAIN
6. At this stage, there are no corresponding WS_DELIVER* log files under <Siebel Tools>\log directory.
SWTools object manager log file displays the following error:

Similarly, if Rebase action is performed using Siebel Tools, there are no corresponding WS_REBASE* log files found under <Siebel Tools>\log directory.
