JDB Connection Message SBL-JCA-00303 Populated with Incorrect Information (Doc ID 2864639.1)

Symptoms

Siebel is integrated with OIM and HR system - to create/update Siebel user accounts for Employees - using custom code implemented using Siebel Java Data Bean (JDB).
It was observed that some of these tasks got rejected with connection reset errors.
Behaviour is inconsistent - as rejected jobs if retried later on - most of the times are able to complete fine.

OIM Server logs show error:


The issue cannot be reproduced at will in that environment (as being intermittent) - can be observed with the following steps:
1. Monitor the OIM tasks/actions started;
2. See from time to time some reported connection errors (SBL-JCA-00303).
3. Check and compare those OIM tasks/actions to the Siebel sessions open.
4. Retry the same tasks - and see those completing fine.
