Unable To Open Help -> Contents Page When MultiTab Support Is Enabled

Symptoms
When attempting to open Siebel Help using Application Menu Help > Content, below error is displayed:
- Follow the steps documented in DocId 2580478.1 - How To Enable Multi Tab Support to Enable Multi Tab
- Open Chrome browser
- Call Siebel URL can after enter credentials login to Siebel
- Siebel Application show up, on Application Menu select Help > Content
- Instead of showing Help contents web page, above error message is displayed in new browser window.
