Workflow-based REST API Does Not Return Attachment In Base64 Format (Doc ID 2867224.1)

Symptoms

Created a workflow-based REST API. The workflow has one EAI SIebel Adapter Query step that queries an Attachment IO and return as response the outcome of the query.
When invoked the workflow as REST API the response does not include the attachment in base64 format, instead of this it includes the actual content (in case of a txt attachment)

The outcome should be base64 format.


The issue can be reproduced at will with the following steps:
1. Create a workflow-based REST API.
2. Create a workflow with one EAI SIebel Adapter Query step that queries an Attachment IO.
