Symptoms

When attempting to install Siebel 22.4 on top of 21.7 on Unix, the following error occurs in the installActions<time_stamp>.log file:

The issue can be reproduced at will with the following steps:
1. Shut down existing Siebel services.
2. Perform an update installation from Siebel 21.7 to 22.4.
3. Execute the PostInstallDb utility.
